Is the 1% fraud reward real?

The President promised 1% of the fraud you report. The Justice Department's rules, published the same day, pay a fixed $10,000 to $30,000. Here is how far apart they are.

Where the 1% came from

In the Oval Office on October 20, 2026, President Trump said: "You let's say report and you find a billion dollars, we are giving a commission to that person of 1%." He added that the same applied to "$10 billion, $200 billion, $400 billion." Asked by CBS News whether there was a limit, he said there was none, and that criminal charges were not required.

Before the event, a White House official had described "rewards of up to $30,000." The DOJ's published terms say "An individual is eligible for one award between $10,000 and $30,000 for each distinct tip."

False Claims Act shares apply to the amount the government actually recovers, which can be up to three times the loss plus penalties, or less after a settlement. WHIP pays at the charging stage, with no recovery needed. Try your own numbers in the calculator.

Which one applies

The people who review tips work under the written terms. Those terms say rewards are "entirely discretionary," made in the Justice Department's "sole discretion," and "neither appealable nor subject to judicial review." Nothing in them refers to a percentage, to recovered money, or to a role for the President. Until the DOJ publishes a change, plan on $10,000 to $30,000 per tip.

The fund also limits what is possible. Treasury committed $25 million. One 1% commission on a $1 billion fraud would use $10 million of it.

If your case is worth more than $30,000 to you

For large frauds against the government, the False Claims Act has paid whistleblowers a percentage for decades. You file a sealed lawsuit through a lawyer, and you receive 15–25% of the recovery if the government joins the case, or 25–30% if it does not. WHIP awards do not stop you from claiming under other programs. See WHIP vs the False Claims Act for the trade-offs.

Frequently asked questions

Is the 1% fraud whistleblower reward real?

It was stated by President Trump on October 20, 2026, but it is not part of the program's written rules. The Justice Department's terms set a fixed award of $10,000 to $30,000 per tip. As of today, no published rule pays a percentage.

Is there a cap on the fraud whistleblower reward?

Under the DOJ terms, yes: $30,000 per distinct tip. Trump told CBS there is no cap. More than one tipster can be paid on the same matter, and you can also claim under other programs.

Could the 1% still happen?

It would need a rule change by the Justice Department or new funding. We will update this page the day the terms change.

What pays a percentage today?

The False Claims Act (15–30% of the recovery), the IRS program (15–30% above $2 million), the SEC and FinCEN programs (10–30% above $1 million in sanctions) and the DOJ Corporate Whistleblower Awards Pilot (up to 30% of forfeiture above $1 million).
