Whistleblower rewards in Pennsylvania
| Program | What it pays | Law |
|---|---|---|
| Federal WHIP | $10,000–$30,000 per tip that leads to criminal charges | DOJ terms |
| Federal False Claims Act | 15–25% of the recovery if the government intervenes; 25–30% if not | 31 U.S.C. § 3730(d) |
Pennsylvania law does not pay whistleblowers a share of state recoveries, so the federal programs are the main route to a reward.
No state false claims act / qui tam law. HB 1697 (2025–26, Rep. Frank Burns) would add false-claims liability with qui tam to the Human Services Code and create a Fraud Prevention and Recovery Account. It passed the House 136-67 on July 9, 2025, and has sat in Senate Health & Human Services since July 23, 2025. Not enacted.
