Whistleblower rewards in Oregon
| Program | What it pays | Law |
|---|---|---|
| Oregon False Claims Act (ORS 180.750 to 180.785; no official short title in the statute) Covers all state funds (claims to any public agency for money, property, services or benefits provided in whole or part by a public body) | No whistleblower share. No qui tam / relator provision; only the Attorney General may sue (ORS 180.760(1)). Recoveries go to state costs, then the injured public agency/fund, then the DOJ Protection and Education Revolving Account (ORS 180.780). | ORS 180.750–180.785 |
| Federal WHIP | $10,000–$30,000 per tip that leads to criminal charges | DOJ terms |
| Federal False Claims Act | 15–25% of the recovery if the government intervenes; 25–30% if not | 31 U.S.C. § 3730(d) |
Oregon law does not pay whistleblowers a share of state recoveries, so the federal programs are the main route to a reward.
Oregon has a false claims act but it is AG-enforced only: no qui tam, no relator share, so a whistleblower cannot sue or earn a state award. Not on the HHS-OIG approved list. SB 311 (2023) raised penalties to the greater of $10,000–$50,000 per violation or twice damages, and lengthened the limitations period to 5 years from AG discovery; it still did not add a private right of action. No 2025–2026 qui tam bill found.
